Douglas, arguing a famous franchise case before it, had made himself the champion of unnaturalized inhabitants claiming the right to vote, and had thus established himself in the good-will of a large and increasing constituency throughout the State.

It, for example, permits twenty-five thousand votes in New York city to elect two members of Congress, provided one-half of its population should happen to be foreigners unnaturalized, and not electors of the State, whom the law deems unfit to vote; whereas, twenty-five thousand votes in Ohio would elect but one member of Congress, provided her citizens were all Americans instead of foreigners."

In respect to political privileges, their condition was much like that of unnaturalized foreigners in the United States; whatever their wealth or intelligence, or moral principle, or love for our institutions, they can neither go to the ballot-box, nor own the soil, nor be eligible to office.

Provided, That in addition to the before-named penalty, all guns of the before-mentioned kinds found in possession or under control of an unnaturalized foreign-born resident shall, upon conviction of such person, or upon his signing a declaration of guilt as prescribed by this act, be declared forfeited to the Commonwealth of Pennsylvania, and shall be sold by the Board of Game Commissioners as hereinafter directed.

Men of this country have been enfranchised by various extensions of the voting privilege but IN NO SINGLE INSTANCE were they compelled to appeal to an electorate containing groups of recently naturalized and even unnaturalized foreigners, Indians, Negroes, large numbers of illiterates, ne'er-do-wells, and drunken loafers.

That the presence of a shotgun or rifle in a room or house, or building or tent, or camp of any description, within this Commonwealth, occupied by or controlled by an unnaturalized foreign-born resident shall be prima facie evidence that such gun is owned or controlled by the person occupying or controlling the property in which such gun is found, and shall render such person liable to the penalty imposed by section one of this act.

Suppose one fourth of these only are voters that is, deduct one half for females, and allow that one half of the male moiety is made up of persons either between twenty and twenty-one years of age, or of those who are unnaturalized, which is a most liberal allowance when we consider where the great mass of ignorance belongs, and that the number of ignorant immigrants is much less at the South than at the North and we have =192,500= voters in the United States who are unable to read and write.

And, owing to the conditions of human life, we may well believe that unrestricted fullness of manhood suffrage never can exist in any great nation for any length of time. In those States of the American Union which approach nearest to a practical manhood suffrage, unnaturalized foreigners, minors, and certain classes of criminals, are excluded from voting. And why so?

He has, in return for the money tax, so guarded her property through the service tax on men that it is of profit to her, which without that guard it could not be. The tax on property is collected from that of minors and unnaturalized citizens, resident or non-resident, and to all these classes, as well as to non-voting women, is given the right of petition and legal redress of whatever sort.

If the unnaturalized tenant withdrew of his own will from the land he was obliged to leave all his improvements behind; but if he was ejected he was entitled to get their full value.
