Now this luminous age has come, bringing with it wonderful civilization and material progress. Men’s intellects have widened, their perceptions grown, but alas, in spite of all this, fresh blood is being spilt day by day. Look at the present Turco-Italian war; consider for a moment the fate of these unhappy people! How many have been killed during this sad time?
And yet, though there were few English people who would not have stopped the Turco-Italian war and mitigated the horrors of the Balkan war if they could have done so, it is manifest that there were few who did not revel in the sensation, just as some years ago even our most philanthropic classes deplored and revelled in the spectacle of Macedonian atrocities.
Between England, France, and Russia it would be quite impossible for Italy to attain an independent or commanding position, while the opposition of Russia and Turkey leaves the field open to her. From this view of the question, therefore, it is advisable to end the Turco-Italian conflict, and to try and satisfy the justifiable wishes of Italy at the cost of France, after the next war, it may be.
Our political duties, therefore, are complicated, and during the Turco-Italian War all that we can do at first is to use our influence as mediators, and to prevent a transference of hostilities to the Balkan Peninsula. It cannot be decided at this moment whether further intervention will be necessary.
When I state that these lectures were followed almost immediately by the Union of South Africa, the Banana Riots in Trinidad, and the Turco-Italian war, I think the reader can form some idea of their importance.
She is our natural ally; it is emphatically our interest to keep in close touch with her. The wisest course would have been to have made her earlier a member of the Triple Alliance, and so to have prevented the Turco-Italian War, which threatens to change the whole political situation, to our disadvantage.
In regard to 1911 should be recorded the journey of the Crown Prince and Crown Princess to England to represent the Emperor at the coronation of King George in June; the outbreak in September of the Turco-Italian War, which placed the Emperor in a dilemma, of which one fork was his duty to Italy as an ally in the Triplice and the other his platonic friendship with the Commander of the Faithful; and, lastly, the suspicion of the Emperor's designs that arose in connexion with the fortification of Flushing at a cost to Holland of some £3,000,000.
Greece asks for the southern portion of Albania, known as North Epirus; for the whole of Bulgarian Thrace, thus completely barring Bulgaria from the Ægean; for the whole of European Turkey, including the Dardanelles and Constantinople; for the province of Trebizond, on the southern shore of the Black Sea, the Greek inhabitants of which attempted to establish the so-called Pontus Republic; the great seaport of Smyrna, with its 400,000 inhabitants, and a considerable portion of the hinterland, which she has already occupied; the Dodecannessus Islands, of which the largest is Rhodes, off the western coast of Asia Minor, which the Italians occupied during the Turco-Italian War and which they have not evacuated; the cession of Cyprus by England, which has administered it since 1878.
The world may as well accept, as the principal issue of "the great game" that centers about Constantinople, the fact that the war begun twelve hundred years ago by the dusky Arabian camel-driver is still on. This Turco-Italian scrape is only one little skirmish in it.
