Li Hung Chang promptly sent an army from Tien-tsin for its suppression, another from Japan coming simultaneously. But the Japanese army poured into Chemulpo in such numbers and with a perfection of equipment suggesting a purpose not mentioned in the Li-Ito agreement!

In the first place, I have been simply amazed to find that these Chinese farmers around Peking, Nankou, and Tien-tsin are far ahead of some of our farmers in the matter of horsepower help in plowing.

There was, of course, still time to retire, to return to Tien-tsin and bring reinforcements, explaining to the admiral that one small gunboat was utterly inadequate to undertake so important an enterprise as this was proving to be; and this would doubtless have been his wisest plan.

It has not been deemed advisable to distribute any of the money which has been received from that Government until Congress shall have acted on the subject. The massacres of French and Russian residents at Tien-Tsin, under circumstances of great barbarity, was supposed by some to have been premeditated, and to indicate a purpose among the populace to exterminate foreigners in the Chinese Empire.

This, he estimated, would occupy about a week; and, when this work had been put in hand, there were several minor duties in the dockyard which he reckoned would occupy him for another week, making about a fortnight before he would be able to get away to Tien-tsin to make his report in person.

At a crisis like this every vessel counts, especially in such a small navy as we possess. I am afraid you will not be joining your ship just yet, Mr Frobisher; but I have not the least doubt that, when we reach Tien-tsin, some congenial service will be found for you which will keep you occupied until the Chih' Yuen is repaired.
