This policy of conciliation bore good fruit; and a durbar was held on January 9th, 1880, at which were present about 200 sirdars, chiefs, and headmen from the Kohistan, Logur, and the Ghilzai country. They are supplied with nothing, neither food nor clothing; medicine alone is free to them. The native staff of a garden consists of, say, two baboos, or book-keepers and clerks, a doctor baboo, sirdars or overseers, and chowkidars or line watchmen. The Maharam State was ruled until 1875 by two Siems, called, respectively, the "white" and the "black" Siems. In this State originally there were five lyngdohs who appointed the Siems, but as in certain other States the number of the electors has been expanded by the inclusion of mantris, sirdars, and basans. The electors now number seventy-two persons.
There seems no relation between opportunity and the period of the inevitable outburst.
