One of the great sins of our age is that men do not see God immanent in all things. We have found so many ways of his working that we call laws, so many segments of his power, that we have forgotten him who worketh all things after the counsel of his own will. A sustainer is as necessary as a creator. There are diversities of operations, but it is the same God who worketh all in all.

Sometimes, without releasing its prey for a moment, the insect proceeds from the thorax to the next segments and completes its operation in a single spell. The joyous entr'acte does not take place; the convulsive movements of the wings and the acrobatic postures are suppressed.

With its convex back and its almost flat ventral surface, the creature is like a semi-cylinder in shape, fuller in the hinder portion. On the back, each of the segments, except the last, or anal, segment, puckers into three thick pads, bristling with stiff, tawny hairs.

The development of the other segments of the Mississippi system should be expedited and with this in view I am recommending an increase in appropriations for rivers and harbors from $50,000,000 to $55,000,000 per annum which, together with about $4,000,000 per annum released by completion of the Ohio, should make available after providing for other river and harbor works a sum of from $25,000,000 to $30,000,000 per annum for the Mississippi system and thus bring it to early completion.
