His mastery lay not alone in penetrative reflection of a bit of sectional life and a vanished phase of our civilization, not alone in astute criticism of an "institution" blotted from the American escutcheon and a collective racial passion that periodically breaks forth from time to time in mad "carnivals of crime."
Belgium has a hard task to reconcile two races so differently constituted as the Walloons and Flemings, and has been able to avoid instability of the ministry so far only because the Clerical party, which is mostly Flemish, still has a majority. The new system has only consecrated the sectional principle, and will do nothing to restore harmony.
Then we shall have no complaint of sectional interference. The report of the Attorney-General contains valuable recommendations relating to the administration of justice in the courts of the United States, to which I invite your attention.
We of the South, on a sectional division, are in the minority; and if legislation is to be directed by geographical tests if the constitution is to be trampled in the dust, and the unbridled will of the majority in Congress is to be supreme over the States; we should have the problem which was presented to our Fathers when the Colonies declined to be content with a mere representation in parliament.
The fundamental idea in the system, which had its origin in the able brain of Julian S. Myrick, President of the United States Lawn Tennis Association, was to arouse and sustain interest in the various sections by dealing with local conditions. This was successfully done through a system of local open tournaments, that qualified boys to a sectional championship.
One perilous question to national unity which for nearly three-quarters of a century had been the subject of repeated compromise by patriotic statesmen; the apple of discord producing sectional antagonism, whose shadow had darkened our national pathway from the beginning, was now for weal or woe to find determination.
Such was the great Missouri Compromise which kept the peace between the sections for a generation, and which gradually acquired an almost religious sanction in the minds of Americans devoted to the Union. It struck the note of the new era, which is called in American history "the era of good feeling." Sectional differences had been settled, political factions were in dissolution.
It is necessary to speak thus plainly of projects the offspring of that sectional agitation now prevailing in some of the States, which are as impracticable as they are unconstitutional, and which if persevered in must and will end calamitously. It is either disunion and civil war or it is mere angry, idle, aimless disturbance of public peace and tranquillity. Disunion for what?
The sectional size of the rods is governed by the dimensions of the kite, and to a certain extent by the number of stretchers used. If four stretchers are employed in each box, two near the top and two near the bottom, the rods need not be so stout as in a case where only a single pair of central stretchers is preferred.
It is quite possible, of course, to appreciate, pleasantly and externally, the Iliad with its pressure of thronging life and its daring unity, and the Odyssey with its serener life and its superb construction, though much more sectional unity.
