Azov was to be retroceded, Taganrog, and other forts, dismantled; the Tsar was not to interfere in Poland, and Charles was to be allowed a free return to his own dominions. The hopes of Charles were destroyed, and he was reduced to intriguing at the Ottoman court. Peter carried out some of the conditions of the Pruth treaty. The more important of them he successfully evaded for some time.

After the election, when it appeared that Tyler was quite as favorable to the measure as his incoming Democratic successor, Douglas was one of those who came forward with a new plan for annexing territory by joint resolution of Congress, and in January, 1845, he stated as well as it ever has been stated the argument that Texas became ours by the Louisiana Purchase of 1803, and was without the consent of her people retroceded to Spain by the treaty of 1819.

Scarcely had the people become reconciled to Spanish domination, before the colony was retroceded to France, and again in no great while ceded to the United States.

It was a delicate question after the Louisiana purchase how much territory it embraced east of the Mississippi. Louisiana had under France, till 1762, reached the Perdido, Florida's western boundary at present, and was "retroceded" by Spain to France in 1800 "with the same extent that it had when France possessed it." The United States of course succeeded to whatever France thus recovered.

It appears that the cession of this territory to the general government had not yet been made; but it was in contemplation by the states of Virginia and Maryland to cede it. It is called the District of Columbia. Its inhabitants are subject to the laws of congress. That part of the district which was ceded by Virginia, was in 1846, retroceded by congress to that state.

All scholars who have passed through one of the German schools are admitted without any examination into the Grammar School, or Gymnasium, a privilege which works as a powerful attraction. Since Turkey retroceded Karagatch to Bulgaria there are three such centres of Teutonic propaganda in Bulgaria, and I am informed that a fourth will shortly be established in Rustschuk.

Also, if Hanover should eventually be annexed to the Kingdom of Westphalia, a Westphalian district with a population of from three to four hundred thousand souls would be retroceded to Prussia. Finally, the chiefs of the Houses of Orange-Nassau, Hesse-Cassel, and Brunswick were to receive pensions from Murat and Jerome Bonaparte, who dispossessed them.

I am quite sure, from the information which I have, that, at comparatively small expense, from that part of the District of Columbia which was retroceded to Virginia, the portion including the Arlington estate, Fort Myer, and the palisades of the Potomac can be acquired by purchase and the jurisdiction of the State of Virginia over this land ceded to the Nation. This ought to be done.

But as the United States had obtained recognition for its Monroe Doctrine, Britain for the supremacy of the sea, and France for the occupation of the Saar Valley and the suspension of the right of self-determination in the case of Austria, it was obvious that Japan had abundant and cogent arguments for her demands, which were that the Chinese territory once held by Germany, and since wrested from that Power by Japan, be formally retroceded to Japan, whose claim to it rested upon the right of conquest and also upon the faith of treaties which she had concluded with China.

This territory was retroceded to France by Spain in the year 1800, by the "Treaty of Madrid," and in 1803 was purchased by America from Napoleon, under the title of "Louisiana." There was a growing irritation in the Spanish heart against England. She was crowding Spain out of North America, had insinuated herself into the West India Islands, and she was mistress of Gibraltar.
