One can pick at random a dozen such instances. Ireland, admirably adapted to the production of meat, does not produce meat, but only the raw material of it, store cattle. Is this state of things immutable? Or is a remedy for it to be found, say, in a redistribution of the incidence of local taxation so as to favour well-used land as against ill-used land?

Let us consider the broad features of the redistribution of the population that has characterized the nineteenth century. It may be summarized as an unusual growth of great cities and a slight tendency to depopulation in the country. The growth of the great cities is the essential phenomenon.

He teaches us in effect to take the Universe as it is, and to pry into no supposed secrets of origin or end, an entirely gratuitous labour, imposed by illusions arising out of the continuous redistribution of parts of the Whole.

On the other hand, without relinquishing this principle, it is often possible, by a little tactful and unostentatious redistribution of troops, to avoid placing a soldier in so unenviable a position as taking part in an attack on his own home.
