It seems to be impossible for our professional brethren on the Continent to imagine any treatment apart from a completely equipped hospital. Their one idea seems to be to get the wounded back to a base hospital, and if they die on the way it cannot be helped. The dressing-stations are mere offices for their redirection, where they are carefully ticketed, but where little else is done.
I happen to know that the Trustees of the Rockefeller, Carnegie and Russell Sage endowments are keenly desirous to promote such a redirection of rural education as will bring it into a more helpful relation with the working lives of the rural population.
I will propose a major increase in and redirection of aid to medical schools, to greatly increase the number of doctors and other health personnel. Incentives to improve the delivery of health services, to get more medical care resources into those areas that have not been adequately served, to make greater use of medical assistants, and to slow the alarming rise in the costs of medical care.
It must not be supposed that the life of the Spirit begins and with the sublimation of, the instinctive and emotional life; though this is indeed for it a central necessity. Nor must we take it for granted that the apparent redirection of impulse to spiritual objects is always and inevitably an advance.
Since the instincts represent the efforts of this urgent life in us to achieve self-protection and self-realization, it is plain that the true regeneration of the psyche, its redirection from lower to higher levels, can never be accomplished without their help. We only rise to the top of our powers when the whole man acts together, urged by an enthusiasm or an instinctive need.
