France wanted the entire left bank of the Rhine; Italy put forth a claim to Fiume; and Japan, relying on secret agreements with England, France, and Italy, insisted on her claims to Shantung. No economic settlement had as yet been agreed upon, and the question of reparations was threatening the disruption of the Conference.

Credits abroad coming from the sale of merchandise. If Germany exports, that is sells eight milliard marks' worth of goods abroad, she pays two milliards to the Reparations Commission. Property of private citizens. Germany can enslave herself, ceding the property of her private citizens to foreign States or citizens to be disposed of as they wish.

Germany will issue one hundred milliards of gold marks of bearer bonds, and afterwards all such issues as the Reparations Commission shall demand, until the amount of the debt be reached in order to permit the stabilization of credit. The payments will be made in money and in kind. The payments in kind will be made in coal, live stock, chemical products, ships, machines, furniture, etc.

Whether they ought so to exist, and so be permitted to act, is another question. As such cabals have not existed in England, so neither has the spirit of them had any influence in establishing the original frame of our Constitution, or in any one of the several reparations and improvements it has undergone.

He had by no means had his way in the matter of reparations or frontiers, but he had gone far towards a vindication of his principles by avoiding a defeat under circumstances where the odds were against him. More he probably could not have obtained and no other American at that time could have secured so much.

Is one that has some business about this building or little house of man, whereof nature is as it were the tiler, and he the plaisterer. It is ofter out of reparations than an old parsonage, and then he is set on work to patch it again. He deals most with broken commodities, as a broken head or a mangled face, and his gains are very ill got, for he lives by the hurts of the commonwealth.

What was to be asked for was neither more nor less than the amount of the damages. Hence a special commission was required, and the Reparations Commission appears on the scene to decide the sum to demand from Germany and to control its payment. Also even after Germany was disarmed a portion of her territory must remain in the Allies' hands as a guarantee for the execution of the treaty.

In the midst rose the king's palace, the largest wooden edifice in Europe, while the old grey cathedral stately and grand, in spite of the slow destruction of the elements, the mutilations of man's hands, or his yet more degrading rough-cast and stucco reparations still towered above the perishable wooden buildings at his feet, with the solemn pride which befits the shrine of a royal saint.

If I shall therefore take licence by the right of nature, and that liberty wherein I was born, to defend myself publicly against a printed calumny, and do willingly appeal to those Judges to whom I am accused, it can be no immoderate or unallowable course of seeking so just and needful reparations. Which I had done long since, had not these employments which are now visible deferred me.

We have consistently refrained from intervening except when our help has been sought and we have felt it could be effectively given, as in the settlement of reparations and the London Conference.
