Unless we now provide with ample forethought for the medical needs of the army and navy appalling suffering of a preventable kind is sure to occur if ever the country goes to war. It is not reasonable to expect successful administration in time of war of a department which lacks a third of the number of officers necessary to perform the medical service in time of peace.

There is no doubt in the minds of well-informed people that here is found a very fruitful cause of retardation, as seen both in grade-failure and in early dropping out of school. And very many of these defects are removable and, therefore, the retardation preventable.

To go on to another item one of the necessary accompaniments of capitalism in a democracy is political corruption; and one of the consequences of civic administration by ignorant and vicious politicians, is that preventable diseases kill off half our population.
