On a similar occasion, at this rostrum in 1949, I heard a great American President, Harry S. Truman, declare this: "The American people have decided that poverty is just as wasteful and just as unnecessary as preventable disease." Many listened to President Truman that day here in this Chamber, but few understood what was required and did anything about it.

The questions naturally arise, Was this state of affairs inevitable, or might it have been foreseen as a possibility and averted? Is the climate of eastern Cuba in the rainy season so deadly that Northern troops cannot be subjected to it for a month without losing half their effective force from sickness, or was the sickness due to other and preventable causes?

Preventable sickness should be prevented; knowledge available to combat disease and disability should be fully used. Otherwise, we as a people are guilty not only of neglect of human suffering but also of wasting our national strength. Constant advances in medical care are not available to enough of our citizens. Clearly our nation must do more to reduce the impact of accident and disease.

Does it not let them die by the hundreds of thousands of want, hunger and preventable disease? Does it not drive them to the factories, the mills, the mines and the stores to be stunted physically and mentally? Does it not throw them into the labor market to be competitors with her and their father?

No loss of human life by preventable cause has occurred, nor has complaint been heard of serious hitch of any kind. The numbers speak for themselves.

Unless we now provide with ample forethought for the medical needs of the army and navy appalling suffering of a preventable kind is sure to occur if ever the country goes to war. It is not reasonable to expect successful administration in time of war of a department which lacks a third of the number of officers necessary to perform the medical service in time of peace.

There is always more or less dropping from fruit trees. Some years large numbers of oranges drop. There may be many causes, and the trouble has thus far not been found preventable. When the foliage is good and the growth satisfactory, the young tree is certainly not in need of anything.

A young girl of sixteen or seventeen, who would have been healthy and happy anywhere else, stricken by the damp and the poison of the place, dying in six weeks, of complications due to nothing in the world but preventable cruelty and neglect? It was a sight that burnt into my mind, once for all, what is meant by a landlord's responsibility.

To look back over the past and think that men have suffered in relation to eternal things as a result of our lack of zeal or of faithfulness, or from some preventable defect in our dispensing of the word, must be a sad occupation for those years when the grasshopper has become a burden. The echo of our sermons will be in our ears at the last.
