The actinic cloud, as long as it continues blue, discharges polarized light in all directions, but the direction of maximum polarization, like that of skylight, is at right angles to the direction of the illuminating beam. As long as the cloud remains distinctly blue, the light discharged from it at right angles to the illuminating beam is perfectly polarized.

'If time permitted, I might enter still further into detail, and show that the polarization between the plane and the circular is elliptical, and even the positions of the longer and shorter axes and the direction of motion in each case. But sufficient has, perhaps, been said for our present purpose.

But about 1818 the experiments of Fresnel and Arago with polarization of light made it seem very doubtful whether the theory of longitudinal vibrations is sufficient, and it was suggested by Young, and independently conceived and demonstrated by Fresnel, that the luminiferous undulations are not longitudinal, but transverse; and all the more recent experiments have tended to confirm this view.

In others the methods of taking samples and clearing the sap have been improved so far as to allow the exact determination of three hundred thousand polarization values of beets within a few weeks. Even if we say that this current is some form of electricity, and that the variation of its action is determined by changes in the polarization of the atoms of the body, then this change of polarity is the result of mental action; so that the quickening or retarding of the cosmic current is equally the result of the mental attitude whether we suppose our mental force to act directly upon the current itself or indirectly by inducing changes in the molecular structure of the body.

"Psychical action," then, starts from a principle which may be translated thus: "that the child lives." All the rest comes as a consequence. This action of fundamental life manifests itself as a polarization of the internal personality: almost at a point of crystallization, around which, provided there be homogeneous material and an undisturbed environment, the definitive form composes itself.
