In process of time, the black troops, containing the Negroes in question, were disbanded, except such as were retained for the peace-establishment of the army. They, who were disbanded, returned to cultivation. As they were free when they became soldiers, so they continued to be free when they became labourers again.

This vote might be justified, more or less, on the principle laid down by Pitt, that the income tax should be held in reserve as a war tax only, or on the ground that it was equally wasteful and mischievous to keep up so large a peace-establishment, especially if it might be used to bolster up despotism abroad.

In consequence, however, of a diligent and faithful application of the public revenue towards the discharge of the national debt, the greater part of those taxes might not be of long continuance, and the public revenue of Great Britain might soon be reduced to what was necessary for maintaining a moderate peace-establishment.

None of these articles, therefore, seem to admit of any considerable reduction of expense. The preamble of the charter runs, "In the name of the holy and indivisible Trinity, we Louis, by the grace of God king of the French, do make known to all our lieges present and to come that, with the consent of the barons of our kingdom and the inhabitants of the city of Laon, we have set up in the said city a peace-establishment."

Only the name of commune did not recur in this charter; it was replaced by that of Peace-establishment; the territorial boundaries of the commune were called peace-boundaries, and to designate its members recourse was had to the formula, All those who have signed this peace.

There is no official account at hand of the general mortality in the Russian army on the peace-establishment; yet, according to Boudin, in one portion, consisting of 192,834 men, 144,352 had been sick, and 7,541, or 38 per 1,000, died in one year.
