It was still matter for serious debate how that greater voice could be attained, and the conflict between the policy of consultation between existing governments and the policy of creating a new central over-government, which had marked the years before, bade fair to mark the years after the war as well. The subsidiary question of naval defence had also its after-lights.

Action came later with the Bolshevik reconstruction, but for the time dissolution was the order of the day a dissolution that was due less to the activity of destroyers than to the decay of the body politic; and the over-government of Russia by bureaucracy and police precipitated a violent reaction towards no government at all.

On the 8th of that month Governor de Vaudreuil signed a capitulation, not in respect of Montreal only, but of the whole colony. Its inhabitants passed, for the most part with little reluctance, under the British sceptre. France had impoverished and disgusted them by misgovernment, and by over-government had destroyed in them all energy and self-reliance.

It was not his protest against the over-government of the Federalists that made him popular, it was his assertion that the people at large were the best depositaries of power. Jefferson had taken hold of the "great wheel going uphill." He had behind him the mighty force of the popular will.

Now it not only stands in our way to a permanent peace of the world that the great mass of men are not prepared for even the most obvious implications of such an idea, but there is also a second invincible difficulty that there is nowhere in the world anybody, any type of men, any organisation, any idea, any nucleus or germ, that could possibly develop into the necessary over-Government.

These Rights of Man helped to produce alike the anarchy of the first French Revolution and the remedial despotism of the Jacobins and their successor Napoleon; and the oscillation between under-government and over-government, between individualism and socialism has continued to this day.

There was a moment in my mental progress when I might easily have fallen into a tendency towards over-government, both social and political; as there was also a moment when, by reaction from a contrary excess, I might have become a less thorough radical and democrat than I am.

It is not more celebrated for its day than Frederic's for his, and principle teaches that a bureaucracy, elated by sudden success, and marvelling at its own merit, is the most unimproving and shallow of Governments. Not only does a bureaucracy thus tend to under-government, in point of quality; it tends to over-government, in point of quantity.

It tends to be the most unimproving and shallow of governments in quality, and to over-government in point of quantity. In fact, experience has proved in the case of joint-stock banks and of railways that they are best conducted by an admixture of experts with men of what may be, called business culture.
