In order to explain to the reader the general principles on which the political organisations of the counties and townships of the United States rest, I have thought it expedient to choose one of the states of New England as an example, to examine the mechanism of its constitution, and then to cast a general glance over the country.

Everybody in England, for example, was bored by the discussion of sanitation until the great cholera epidemic. Everybody thought public health a very desirable thing, but nobody thought it intensely and overridingly desirable. Then the interest in sanitation grew lively, and people exerted themselves to create responsible organisations.

They mobilised the American colony in Rome and arranged by wire for similar organisations to be formed throughout the length and breadth of Italy, wherever they could lay hands on an American. On all principal junction points through which the refugees would pass, soup-kitchens were installed and clothes were purchased and ready to be distributed as the trains pulled into the stations.

"Well, we understood why you want to have a finger in Rhodesia's pie, you and your various active organisations working in the interests of a Dutch South Africa. Any child could see what such a country would be worth to you. But you won't succeed, my friend.

Let us acknowledge, with a sense of pleasure and relief, that this is new territory. New, that is to say, for this country; not new to the best organisations of industrial society that we know of.

In Judaism there was a formal, outward unity, represented by the one lamp with its manifold lights, all welded together on the golden stem; but the churches of Asia Minor were distinct organisations, and their oneness came, not from outward union of a mechanical kind, but from the presence in their midst of the Son of God.

Elections of the prevalent pattern, which were intended and are still supposed by simple-minded people to give every voter participation in government, do as a matter of fact effect nothing of the sort. They give him an exasperating fragment of choice between the agents of two party organisations, over neither of which he has any intelligible control.

We live in it as a part of its loveliness we draw into our own organisations the warmth of the sunlight, the glory of colour, the songs of sweet birds, the fragrance of flowers, and the exquisite vibrations of the light and air.

All through that period I was asking over and over again: how far are these Confederates mere dreamers? How far and this was more vital are they rendering lip-service to social organisations? Is it true they desire war because it confirms the ascendency of their class? How far can Conservatism be induced to plan and construct before it resists the thrust towards change.

And men have got such a habit of giving to the language of religion a special application, of making it a mere jargon, that for the condemnation which religion itself passes on the shortcomings of their religious organisations they have no ear; they are sure to cheat themselves and to explain this condemnation away.
