We may well pause before a proposition contemplating a simultaneous movement for the construction of railroads which in extent will equal, exclusive of the great Pacific road and all its branches, nearly one-third of the entire length of such works now completed in the United States, and which can not cost with equipments less than $150,000,000.

On November 1, 1902, 11,650 rural free-delivery routes had been established and were in operation, covering about one-third of the territory of the United States available for rural free-delivery service. There are now awaiting the action of the Department petitions and applications for the establishment of 10,748 additional routes.

Now if we admit that the five million tons of coal from the Northumberland and Durham mines is equal to nearly one-third of the total consumption of coals in England, each square mile of the Welsh coal-field would yield coal for two years' consumption; and as there are from one thousand to twelve hundred square miles in this coal-field, it would supply England with fuel for two thousand years, after all our English coal-mines are worked out.

Nevertheless I must tell you that your tendency to dreaminess, and your exalted ideas of sentiment, are what mostly constitute the modern young lady. Take those elements out of human life, and one-third of our fiction volumes crumble on the shelf. Society limps into retirement, for her most prominent limbs have been amputated.

One illustrious English traveller, however, just two hundred years ago, thought otherwise. In a recently-unearthed letter of Addison to Bishop Hough, dated 27th October, 1700, he wrote: 'I was about three days ago at Orange, which is a very fruitful and pleasant spot of ground. The governor, who is a native of the place, told me there were about 5,000 people in it, and one-third were Protestants.

Statistics in the United States show that in thirty years, from 1880 to 1910, the criminal population increased relative to population by one-third. This is only partly due to immigration, nor is it mainly because a large majority of criminals escape punishment.

Each carried two enormously long spears, two-thirds mulga wood and one-third reed at the throwing end, of course having the instrument with which they project these spears, called by some tribes of natives only, but indiscriminately all over the country by whites, a wommerah.

The president himself rose from a bed of sickness to head a reserve of 800, but most of his men were raw recruits without a professional soldier amongst them. This militia in a few days became so panic-stricken that one-third deserted in a night, and the president was compelled to retire to Panama.

The Droop quota being one-sixth of the votes, the minority will secure two seats or 40 per cent. in those electorates where it is just over one-third, and one seat or 20 per cent. where it is just under. Since the mathematical chances are that it will be over in one half and under in the other half, it will, on the average, secure only 30 per cent., although entitled to 33 per cent.

And the enormous estimate I have given does not include any of the native states, which have one-third of the area and one-fourth of the population of the empire. In some of them sanitary regulations are observed, and statistics are accurately reported.
