It need only be recalled here that Germany was neutral throughout the conflict, that both President Roosevelt and the Emperor offered their services as mediators in its course, and that on the capture of Port Arthur by Admiral Nogi, in January, 1905, the Emperor telegraphed his bestowal of the Ordre pour le Mérile on General Stoessel, the Russian defender of Port Arthur, and on Admiral Nogi.
It will be recalled that in the Japanese investiture of Port Arthur during the Russo-Japanese war, thousands of lives were expended upon the retention and assault of 203 Metre Hill. It was the most blood-stained spot upon the whole of the Eastern Asiatic battlefield. General Nogi threw thousands after thousands of his warriors against this rampart while the Russians defended it no less resolutely.
General Nogi and his wife can commit suicide when his sons are killed in battle, and the whole country can regard it as so noble a deed that the general's desire to extinguish his family name is not permitted to prevent the adoption of it by another. Soon afterwards Union reported the interruption of railway communication with the rear and an attack with machine-guns by Japanese dismounted cavalry, while Wood's division in the front continued to report the capture of Japanese positions. On the last night of the year, after consultation with his officers, General Stoessel signed the conditions of capitulation to General Nogi.
So when General Nogi did harakiri at Emperor Meiji's funeral, his wife, Countess Nogi, killed herself also with such a sword. I give you my sword because in the house by the river you will be lonely and things might happen. I can never use the sword myself now. It was the sword of my ancestors. I am not pure now. I cannot use the sword.
It was captured and re-captured; in fact, the fighting round this eminence was so intense that it appeared to the outsider to be more important to both sides than even Port Arthur itself. Yet if General Nogi had been in the possession of a single aeroplane or dirigible it is safe to assert that scarcely one hundred Japanese or Russian soldiers would have met their fate upon this hill.
The officer was the bearer of a letter from General Stoessel to General Nogi, inviting the latter to open negotiations with the writer "to determine the conditions of surrender" of Port Arthur.
Oyama had also received large reinforcements and now had 500,000 men under his command. These consisted of the armies under Kuroki, Nozdu and Oku, and the force of Nogi released by the capture of Port Arthur. General Grippenburg had command of one of the Russian armies and on January 25th took position on the left bank of the Hun River.
