About the middle of the month of March the advance of the army reached the Rio Grande and went into camp near the banks of the river, opposite the city of Matamoras and almost under the guns of a small fort at the lower end of the town. There was not at that time a single habitation from Corpus Christi until the Rio Grande was reached. The work of fortifying was commenced at once.

Accordingly, a portion of the Army was ordered to advance into Texas. Corpus Christi was the position selected by General Taylor. The army soon received large volunteer reinforcements, and on the 5th of August the American general left Matamoras for Camargo, and thence proceeded through Seralos to MONTEREY, where he arrived the 19th of September. The Mexicans, under General Ampudia had placed this strongly fortified town in a complete state of defense.
And in taking up the doctrine of ultimate destination of goods, i.e., goods sent to a neutral country but really destined for a belligerent, I said I thought that during our Civil War we had taken against England exactly the same stand which England now took; and I said I thought that one of the decisions of our Supreme Court was based on a shipment to Matamoras, Mexico, but which the Supreme Court had decided was really for the Confederacy.
General Ampudia arrived at Matamoras with 1000 cavalry and 1500 infantry, and made overtures to our foreign soldiers to "separate from the Yankee bandits, and array themselves under the tricolored flag!" Such solicitations were of course spurned with contempt.
Here, in the latter days of January 1836, General Houston, commander-in-chief of the Texian forces, suddenly and unexpectedly appeared amongst them. He assembled the troops, harangued them, and deprecated the proposed expedition to Matamoras as useless, that town being without the proposed limits of the republic.
These reports and demonstrations resulted in alarming the Imperialists so much that they withdrew the French and Austrian soldiers from Matamoras, and practically abandoned the whole of northern Mexico as far down as Monterey, with the exception of Matamoras, where General Mejia continued to hang on with a garrison of renegade Mexicans.
