If these reactionaries had lived at an earlier time in our history, they would have advocated Sedition Laws, opposed free speech and free assembly, and voted against free schools, free access by settlers to the public lands, mechanics' lien laws, the prohibition of truck stores and the abolition of imprisonment for debt; and they are the men who to-day oppose minimum wage laws, insurance of workmen against the ills of industrial life and the reform of our legislators and our courts, which can alone render such measures possible.
After considerable educational work the Springfield newspapers also became friendly and published suffrage editorials at opportune times. The papers were refolded so that these editorials, blue penciled, came on the outside, and placed on the desks of the legislators. All efforts were centered on its passage first through the Senate.
On an average they stand above any other servants of the community, and the greatest judges have reached the high level held by those few greatest patriots whom the whole country delights to honor. But we must face the fact that there are wise and unwise judges, just as there are wise and unwise executives and legislators.
In former times the colonial legislators were wont to congratulate the Assembly on the good working of their system; which meant that the negroes were quiet, the mulattoes kept under, and the crops promising; but under this "good working" there were the heart-burnings of the men of colour, the woes and the depravity of the slaves, and the domestic fears and discomforts of the masters, arising from this depravity.
Why should England continue to waste its time and energy over pulling both ways in every little job its legislators have to tackle? It sterilizes the efforts of the good men, and gives innumerable openings to the fools and cranks and obstructionists.
The feature of this term was the discussion that arose over the proposal to grant a concession to an English concern known as the West African Gold Concessions, Ltd. This offered to the legislators a bonus of £1500, and for this bribe it asked for the sole right to prospect for and obtain gold, precious stones, and all other minerals over more than half of Liberia.
But I will allude to other complaints of the South, and especially to one which has in my opinion just foundation; and that is, that there has been found at the North, among individuals and among legislators, a disinclination to perform fully their constitutional duties in regard to the return of persons bound to service who have escaped into the free States.
A. "The proposed system of taxation is an excellent one." B. "What makes you think so?" A. "Because it will be adopted by the legislature." B. "How do you know it will?" A. "Because it is a good system and our legislators are men of sense."
The past history of our race is but a history of efforts, successful up to a certain point, but only to a certain point; for whenever that point has been reached, all the fruits of past labour, all the accumulations of legislators, philosophers, and warriors, have been swept away, and the human family have found that they had to begin the same laborious process over again, to toil upwards from the same gulph, to be overtaken by the same disaster.
Owen had chosen a few legislators from among her acquaintances, chiefly gentlemen who had gallantly aided some of her measures at earlier sessions of the assembly. This accounted for the appearance of a lone Prohibitionist who by some miracle appeared biennially in the lower house, and for a prominent labor leader whom Mrs. Owen liked on general principles.
