On the other hand, the confusion that took place in Ashurbanabal's days is foreshadowed by the title of 'Bêlit mâti, i.e., 'mistress of the land, by which Ashurbanabal appears to designate some other than Ishtar.

But generally it would seem that the Assyrians were content to pay him honor in other ways without constructing special buildings devoted exclusively to his worship. Ishtar was very generally worshipped by the Assyrian monarchs, who called her "their lady," and sometimes in their invocations coupled her with the supreme god Asshur.

Significantly enough, Ashurbanabal offers his libations after the lion or bull hunts to Ishtar as the "goddess of battle." The animal is sanctified by being devoted to a goddess, just as the victims in a battle constitute the conqueror's homage offered to the gods who came to his assistance.

I venture to suggest, therefore, that Aruru and Ishtar of Erech are one and the same personage. Ishtar is, of course, as has been pointed out, merely a generic name for the 'great goddess' worshipped under many forms.

The omission of Ramman here, though invoked at the close of the inscription, is noticeable. Ishtar takes the place that in the more developed system belongs to the god of storms, who with the moon-god and sun-god constitutes a second triad. See p. 163. Written with the sign An, and the feminine ending tum, but probably pronounced Anatum. I prefer the fuller forms of these names.

There is more ground for recognizing real departmental gods in Babylonia and Assyria, though even there the evidence is not quite satisfactory. The great gods, Ea, Bel, Sin, Shamash, Marduk, Ishtar, Ashur, preside over all human interests. Nabu stands for agriculture as well as for wisdom, and Ea for wisdom as well as for the great deep. Nergal is not the only god of war.

In general it may be said that all these old Semitic gods had one and the same character; each in his place was supreme, and it is difficult to find any difference in real character and function among the great gods, as Ea, Bel, Marduk, Sin, Shamash, Ishtar, Nabu, Ashur, Eshmun, and others. +651+. The same remark will probably hold good of the popular worship of the old Greeks.

The gods, it will be seen, dwell on high in accordance with the view developed by astronomical speculations. Anu, Bel, and Ea are here evidently identified with the fixed stars bearing their names, while under Ishtar the planet Ishtar-Venus is meant. Etana yields to the eagle's suggestion. They mount still higher.

At a later period Ashur-nasir-pal invaded the country in the course of his campaigns and brought back beams of mekhru-wood, which he used in the construction of the temple dedicated to the goddess Ishtar in Nineveh.

But, in addition, our investigations have shown that we are justified in adding the following as forming part of the Babylonian pantheon during this entire period: Sarpanitum, Belit, Tashmitum, Sin, Ninib, Ishtar, Nergal, Nin-khar-sag, and the two other members of the triad, Anu and Ea, with their consorts, Anatum and Damkina.
