With the humanization of the West will come the salvation of those tribes who never divided themselves so absolutely into the "haves" and the "have-nots," or who never attained a high mastery over the physical universe. Are there persons in America who say what, until the present war, many in Old England thought that there is nothing new under the sun?
And the power of social life and manners is truly, as we have seen, one of the great elements in our humanization. Unless we have cultivated it, we are incomplete. The impulse for cultivating it is not, indeed, a moral impulse. It is by no means identical with the moral impulse to help our neighbor and to do him good. Yet in many ways it works to a like end.

All that the Hague Peace Congress has accomplished in this limited sphere deserves, like every permissible humanization of war, universal acknowledgment. But it is quite another matter if the object is to abolish war entirely, and to deny its necessary place in historical development. This aspiration is directly antagonistic to the great universal laws which rule all life.
