Victor G. Heiser, who was chief quarantine officer of the Philippines when he succeeded Major E. C. Carter as commissioner of public health on April 5, 1905, and was later made director of health when the original board of health was abolished as an administrative entity.

"I saw them at their feed," says my aunt, "and the big beast, General Knyphausen, spread my best butter on his bread with his thumb, sir his thumb! Count Donop is better; but Von Heiser! and the pipes! heavens!"

Heiser was a highly trained officer of one of the most efficient services which has ever been organized for the combating of contagious and infectious diseases. He had under him in the city of Manila a small but thoroughly trained body of twenty-four medical inspectors, of whom nineteen were Americans and five Filipinos.

The following reply was given under date of September 1st, 1797: "Upon reading a letter from New York signed by Henry Heiser, Lucas Van Buskirk and L. Hartman, representing that they have erected an English Lutheran Church, on account of the inability of their children to understand the German language: RESOLVED, That it is never the practice in an Evangelical Consistory to sanction any kind of schism; that if the persons who signed the letter wish to continue their children in the Lutheran Church connection in New York, they earnestly recommend them the use of the German School, and in case there is no probability of any success in this particular, they herewith declare that they do not look upon persons who are not yet communicants of a Lutheran Church as apostates in case they join an English Episcopal Church.

At a grand baile given us the day after our arrival, Heiser asked me if I had not dined that day and the day before at Herr 's; on my saying yes, he laughed and remarked that he had just taken up his cook as a leper to be sent to the leper hospital on the Island of Culion. But in the East nobody bothers about a thing like that.

Heiser, in the meantime, had got out his camera and tried to form a group with the children in front and the older ones back. But when they realized that the effect of this would be to conceal all but the heads and shoulders of those in rear, the group broke up almost automatically, giving way to a line with arms linked, which no amount of effort on anyone's part succeeded in breaking.
