Germany was in the end doomed to eat the bitter fruits of civil war, such as spring from foreign interference, even when it comes in the form of help. Henry IV. had died when he was on the point of directing the power of France, as of old, against the house of Hapsburg.

Among his errors of judgment, assuredly his behaviour to Austria in 1805 was not the least. The recent history of Europe supplies a suggestive contrast. Two generations after Austerlitz, the Hapsburg Power was shattered by the disaster of Königgrätz, and once more lost all influence in Germany and Italy. But the victor then showed consideration for the vanquished.

Of a family of the human race it is not rationally possible to predicate a typical generic characteristic of mind. A physical trait will endure down the generations, as witness the Hapsburg lip and the swarthy complexion of the Finch-Hattons, in the face of alliances from outside the races; but, save as regards one exception, there is no assurance of a continuous inheritance of mental attributes.

The crime gave a moral advantage to the oppressor, but the guilt has yet to be apportioned, and instigation may have come from secret sources within the Hapsburg empire; for the Archduke was hated by dominant cliques on account of his alleged pro-Slav sympathies and his suspected intention of admitting his future Slav subjects to a share in political power.

The Italian Government pressed its advantage, and demanded not only the whole of Italia irredenta, that unredeemed territory peopled by Italians in the Trentino and across the Adriatic, which had been left under Hapsburg dominion after the wars of Italian liberation, but practically the whole north-eastern coasts of the Adriatic which were inhabited by a predominantly Slav population.

With regard to Archduke Joseph, the above-mentioned "Gypsy Archduke," there is no doubt that without him the outer world would still have been left in ignorance of the incalculably rich mine of Tzigane music. He is only distantly related to Emperor Francis-Joseph, being the senior member of a branch of the house of Hapsburg which has been settled for more than one hundred years in Hungary.

As the best means for attaining this object it has occurred to them to bind the Electoral Prince to the German imperial house by marriage, and to receive him into the Hapsburg family. The Archduke Leopold, the future Emperor, has a very pretty daughter. She is intellectual, ardent, a strict Catholic, and has at heart the greatness of the Hapsburg house and the German Emperor.

He was to learn two things; firstly, that the day of reconciliation was past: there were too many ghosts between the Lombards and Venetians, and the House of Hapsburg. Secondly, that an unseen hand beyond the Brenner would diligently thwart each one of his benevolent designs. The system was, and was to remain, unchanged.

"We have long," said he, "labored in vain to humble the house of Austria, and now the dukes of Austria have humbled themselves." Leopold the First inherited all the ambition and energy of the house of Hapsburg, and was ever watching with an eagle eye to extend his dominions, and to magnify his power.

They were composed of the various nationalities which made up the Hapsburg monarchy, and in especial of men of Slav speech. These soldiers, with notable exceptions, discharged their duty to the Austrian Emperor and state conscientiously, according to the terms of their oath.
