I have asked the other governments concerned to agree to a reasonable delay in the talks on a nuclear test ban and it is our intention to resume negotiations prepared to reach a final agreement with any nation that is equally willing to agree to an effective and enforceable treaty.

Almost four hundred sets or bodies of law were in force in different parts of France. In some districts the old Roman laws were still retained; elsewhere laws derived from early German tribes were enforceable. Many laws were not even in writing; and such as were written were more often in Latin than in French.

That gives very clearly the difference between legal and political sovereignty. What parliament makes law is law, but is not therefore enforceable. We have to go behind the commands and sanctions before we understand what is the actual power of government. It is very far from omnipotent.

If Wages Boards were established, as the Bill proposed, they would simply do for sweated trades what is already constantly being done in organised trades, with no doubt one important difference, that the decisions of these Boards would be enforceable by law. Now that no doubt may seem to many of you a drastic proposition.

The achievement of such ends requires several stages in the adjustment of national political attitudes, which now verge on anarchy in the absence of clearly defined laws or universally accepted and enforceable principles regulating the relationships between nations.

It demonstrated, for the first time, that the fetish ofnational sovereigntyhas recognizable and enforceable limits.

Enforceable safety standards have been established for longshoremen and ship repair workers; Federal Safety Councils have been increased from 14 to over 100; safety awards have been initiated, and a national construction safety program has been developed.

But the point to bear in mind is this, that the wages, which under this proposal would be enforceable by law, would be wages that had been fixed for a particular industry in a particular district by persons intimately cognisant with all the circumstances, and, more than that, by persons having the deepest common interest to avoid anything which could injure the industry.

Until tangible and mutually enforceable arms reduction measures are worked out, we will not weaken the means of defending our institutions. America possesses an enormous defense power. It is my studied conviction that no nation will ever risk general war against us unless we should be so foolish as to neglect the defense forces we now so powerfully support.

Unto Caesar shalt thou go. "Shortly thereafter I was delivered to Julius, a centurion of Augustus' band, and we set sail at Adramyttium for Rome to be delivered for trial as a Roman citizen. "What a privilege it is to be a Roman citizen; to have the protection of a strong and capable government; whose laws are stable and enforceable; a bulwark against petty strife and sect jealousies.
