Up to this time Lord Elgin had not entirely given up the hope that the troops which he had detached to Calcutta might be restored to him before the setting in of winter should make it impossible to proceed, as his instructions required, to the mouth of the Peiho, and there open negotiations with the Court of Pekin.
Both countries recognized the necessity of a more definite settlement; and in June, 1854, after thirty-six years of continuous disturbance and danger, Mr. Marcy as Secretary of State, and Lord Elgin, Governor-General of Canada, as plenipotentiary for Great Britain, negotiated what is known as the Reciprocity Treaty.
Not less prudent than Maxime, M. Elgin also purchased, in spite of his limited means, for a thousand dollars, vast tracts of land in the western part of the State, where there was no trace of oil-wells, but where there might very well be a good many, and had them entered upon the name of his ward. "Of all these measures, I have the evidence in hand, and can produce it at any moment."
While we lay here, the Earl of Elgin, Captain Cook, a ship belonging to the English East India Company, came to anchor in the road. She was bound from Madras to China, but having lost her passage, put in here to wait for the next season. The Phoenix, Captain Black, an English country ship, from Bencoolen, also came to an anchor at this place.
From the Opisthodomus of the Parthenon, Lord Elgin also procured some valuable inscriptions, written in the manner called Kionedon or columnar.

At a time when Mr. Harris was seriously ill, the Tycoon despatched his own physician to attend him, while her Majesty continually sent him the most delicate preparations of food, the work of her own imperial hands. The ease with which the missions of Lord Elgin and Baron Gros, in 1858, were accomplished, may fairly be attributed to the effects already produced by American influences.
Although the gable groups have suffered terribly in the historic vicissitudes of the Parthenon, still enough remains of them to show the dignity of their conception, the rhythm of composition, and the splendid freedom of their workmanship. The fragments were purchased by Lord Elgin early in this century and are now in the British Museum.
I have already in the previous chapters of this book dwelt on the methods which Lord Elgin so successfully adopted to establish responsible government in accordance with the wishes of the Canadian people, and it is now only necessary to refer to his strenuous efforts during six years to obtain reciprocal trade between Canada and the United States.
The earliest example we have of a reclining river-god is in the figure in the Elgin Room commonly called the Ilissus, but more probably the Cephissus.
