Some time back there had been a war between the Lepreans and some of the Arcadians; and the Eleans being called in by the former with the offer of half their lands, had put an end to the war, and leaving the land in the hands of its Leprean occupiers had imposed upon them the tribute of a talent to the Olympian Zeus.

In the meantime the Messenians, and some others who could not get on board, marched over by land and took Pheia. The fleet afterwards sailed round and picked them up and then put to sea; Pheia being evacuated, as the main army of the Eleans had now come up. The Athenians continued their cruise, and ravaged other places on the coast.

But neither was carried into execution, because the Achaeans chose to reserve to themselves the merit of effecting the latter; and the Eleans preferred being united to the Achaean confederacy by a voluntary act of their own, rather than through the mediation of the Romans.

The Eleans were urgent for Lepreum; the Mantineans for Tegea; and the Argives and Athenians giving their support to the Mantineans, the Eleans went home in a rage at their not having voted for Lepreum; while the rest of the allies made ready at Mantinea for going against Tegea, which a party inside had arranged to put into their hands.

All the Greeks that had pronounced in favour of Antiochus hastened to make their peace; the Epirots humbly besought pardon for their ambiguous conduct, the Boeotians surrendered at discretion, the Eleans and Messenians, the latter after some struggle, submitted to the Achaeans.

It shall not be lawful to carry on war, either for the Argives, Eleans, Mantineans, and their allies, against the Athenians, or the allies in the Athenian empire: or for the Athenians and their allies against the Argives, Eleans, Mantineans, or their allies, in any way or means whatsoever.

How shall I speak of us as the flower of Greece? The Eleans requested aid against the Achaeans; for they supposed, that, since the war had been declared against Antiochus contrary to their judgment, the Achaeans would first turn their arms against them. One thousand foot were sent to them, under the command of Euphanes, a Cretan. The embassy of the Epirots showed no mark whatever of a liberal or candid disposition.

But if the invader be gone after plundering the territory, the state offending shall be the enemy of the Athenians, Argives, Mantineans, and Eleans, and war shall be made against it by all these cities, and peace may not be made with that state except all the above cities agree to it.
