The cause of education has suffered much from the failure of educators to break loose from the shackles of the past. But it has, in some places, suffered still more from the tendency of the human mind to confuse fundamental principles with the shackles of tradition.

Therefore, in all the procedures about to be suggested, an effort is made to convince the child of the ugliness and painfulness of wrong doing. The effort to break the child's will has long been recognized as disastrous by all educators. A broken will is worse misfortune than a broken back. In the latter case the man is physically crippled; in the former, he is morally crippled.

Nevertheless, educators ought to remember that a religion which is first entirely bound up with narrow and childish theological ideas, and is then presented as true in the absolute sense, is bound to break down under greater knowledge or hostile criticism; and may then involve the disappearance of the religious impulse as a whole, at least for a long period.

That is what educators are trying to do with juvenile delinquency; what physicians are doing with disease; what philanthropists are beginning to do with poverty. Hardly any one has suggested that the social evil might have a cause, and that it might be possible to attack it at its source.

Yet the indifference of children and their parents alike to the necessity for schooling makes the small and irregular attendance of rural school pupils one of the most serious problems with which educators have to deal. County superintendents have in many places offered prizes and diplomas with the hope of bettering attendance, but such incentives do not reach the source of the difficulty.

Their own folly, or the folly of their parents and educators, prevents their lungs being duly filled and duly emptied. Therefore the blood is not duly oxygenated, and the whole system goes wrong. Paleness, weakness, consumption, scrofula, and too many other ailments, are the consequences of ill-filled lungs. For without well-filled lungs, robust health is impossible.

Mothers are the first educators of children, who establish virtues in the child’s inner nature. They encourage the child to acquire perfections and goodly manners, warn him against unbecoming qualities, and encourage him to show forth resolve, firmness, and endurance under hardship, and to advance on the high road to progress. Due regard for the education of girls is, therefore, necessary.

I took care not to explain myself, for I saw that I had frightened them. No doubt they were of the same flesh and blood as I, but our educators had differed widely. They had evidently never confided their little secrets to one another, possibly not even to their confessor, either through shame, or with the idea that the liberties they indulged in alone were no sin.

Among the witnesses who came before us were farmers, bankers, brokers, merchants, lawyers, physicians, railroad men, shipowners, educators and public officials. Certainly all classes of opinion were represented, and when we were called upon by the President, a little later, for a statement of the situation we felt fully prepared to make it.

The evidently increasing interest in the cause of education is a most encouraging feature in the general progress and prosperity of the country, and the Bureau of Education is earnest in its efforts to give proper direction to the new appliances and increased facilities which are being offered to aid the educators of the country in their great work.
