Vassall, Child, and Maverick seem to have been the leading spirits in a cabal for the establishment of Presbyterianism in New England, and in their petition they simply took advantage of the discontent of the disfranchised citizens in Massachusetts in order to put in an entering wedge.

You take the United States Government just after the war, when the colored people of the South, the freedmen of our land, unable to take care of themselves, their friends, that had fought the battles of the war, in Congress determined that they should be protected, if no longer by bayonets and cannon, that they should be protected by placing the ballot in their hands, and the ballot was placed in the hands of the freedman of the South by the action of the National Congress, Congress submitting a constitutional amendment to the legislatures of the States; and when enough of them had voted in favor of it, and the President had signed the bill, it became an amendment to the Constitution of the United States, granting to the people of the South, who had been disfranchised, the right of suffrage.

They say, in effect, 'We can quite well provide the country with adequate social legislation either with or without the help of the disfranchised section of the population, for if we propose measures dealing with social problems, even the more Conservative amongst us will not object, and those measures will come on the statute book.

"The merchant is disfranchised; ministers of all denominations are disfranchised; and then, while condemning the Czar for tyranny, the soviet constitution solemnly declares that those who were in the employ of the Czar or had been members of the families of those who had ruled in Russia for many generations shall be denied suffrage.

But, as there are no arguments in a republican government in favor of an aristocracy of sex, ridicule was really the only available weapon. After declaring "that no just government can be formed without the consent of the governed," "that taxation without representation is tyranny," it is difficult to see on what basis one-half the people are disfranchised.

A Parliament was called, and the writs were directed after the old fashion. The small boroughs which had recently been disfranchised regained their lost privilege: Manchester, Leeds, and Halifax ceased to return members; and the county of York was again limited to two knights.

These were therefore at once disfranchised, although some of them were in office at the time, and thus placed under a disability to take office, or buy and sell anything. After some time, however, the franchise was restored to them. The same summer the Dians took Thyssus, a town on Acte by Athos in alliance with Athens.

It was, indeed, matter of history that in the Middle Ages the crown had exercised its prerogative in many ways which it had since abandoned. Boroughs had been enfranchised, and again disfranchised, apparently from no motive but pure caprice; writs of summons had been withheld from peers. But no one would have justified the repetition of such acts now.

And this is what she must either do, or perish: she must found colonies as fast and as far as she is able, formed of her most energetic and worthiest men; seizing every piece of fruitful waste ground she can set her foot on, and there teaching these her colonists that their chief virtue is to be fidelity to their country, and that their first aim is to be to advance the power of England by land and sea: and that, though they live on a distant plot of ground, they are no more to consider themselves therefore disfranchised from their native land, than the sailors of her fleets do, because they float on distant waves.

In order to be registered as a voter under this act, a person is required to swear that he has not been disfranchised for participation in any rebellion or civil war against the United States, nor for felony; that he has never been a member of any State Legislature, nor held any executive or judicial office in any State and afterward engaged in insurrection or rebellion against the United States, or given aid or comfort to the enemies thereof; that he has never taken an oath as a member of Congress of the United States, or as a member of any State Legislature, or as an executive or judicial officer of any State, to support the Constitution of the United States, and afterward engaged in insurrection or rebellion against the United States, or given aid or comfort to the enemies thereof, and that he will faithfully support the Constitution and obey the laws of the United States, and encourage others to do so.
