The simple fact of the possession of a fixed and definite income often suddenly transforms a giddy, extravagant girl into a care-taking, prudent little woman. Her allowance is her own; she begins to plan upon it, to add, subtract, multiply, divide, and do numberless sums in her little head. She no longer buys everything she fancies; she deliberates, weighs, compares.

It was one of the most urgent needs of the time, therefore, that the paper trade should keep pace with the requirements of the French system of civil government, a system by which the right of discussion was to be extended to every man, and the whole fabric based upon continual expression of individual opinion; a grave misfortune, for the nation that deliberates is but little wont to act.

The assembly which deliberates and decides concerning the affairs of every part of the empire, in order to be properly informed, ought certainly to have representatives from every part of it. That this union, however, could be easily effectuated, or that difficulties, and great difficulties, might not occur in the execution, I do not pretend.

When things are mechanized by right habituation, there is still further gain; for not only is the mind freed for further and higher work, but this deepest stratum of motor association is a plexus that determines not only conduct and character, but even beliefs. The person who deliberates is lost, if the intellect that doubts and weighs alternatives is less completely organised than habits.

But how has he become sensible? Because he has been by degrees nourished, enlarged, repaired by the continual attraction that takes place within himself, of that kind of matter which is pronounced inert, insensible, inanimate; which is, nevertheless, continually combining itself with his machine; of which it forms an active whole, that is living, that feels, judges, reasons, wills, deliberates, chooses, elects; that has the capability of labouring, more or less efficaciously, to his own individual preservation; that is to say, to the maintenance of the harmony of his existence.
