Turn to France, a country ten times more insular in its pre-occupation with its own language, its own history, its own character, than we, who have always been explorers and colonizers and grumblers. This once self-centred nation is forty millions strong. The total population of the French Republic is about one hundred and fourteen millions.

Senator Doolittle runs himself down at a fearful rate. I regret Doolittle's mistake. Those colonizers forget that if they should export even 100,000 persons a year, an equal number will be yearly born at home, not to speak of other impossibilities.

They have clean streets, cheap music and drama, and a veritable mesh of national education with interstices so small that no one can escape, and they are coddled in every direction; but they have no stuff for colonizers, and they have been not infrequently wofully lacking in stalwart statesmen, and leaders.

I had rather not explain; but it wont make any difference to our Colonizers what sort of short-livers they come across. We shall arrange all that. Never mind how. Let us join the ladies. Well, kill us. End the lives you have made miserably unhappy by opening up to us the possibility that any of us may live three hundred years. I solemnly curse that possibility.

But the student of literature must keep constantly in mind that these English colonizers represented no single type of the national character. There were many men of many minds even within the contracted cabin of the Mayflower. The "sifted wheat" was by no means all of the same variety.

The third one which you will find along the shore of the Mediterranean, was inhabited by the Phoenicians, the earliest of all colonizers and by the Jews who bestowed upon the rest of the world the main principles of their moral laws. This third center of civilization is known by its ancient Babylonian name of Suri, or as we pronounce it, Syria.

His ancestors had been soldiers and colonizers. He would join the foreign legion of Algeria, or would take passage for that America which had been conquered by his forefathers, becoming a mounted shepherd in the solitudes of Southern Chile or upon the boundless plains of Patagonia.

Whether colonizers, soldiers, or speculators on the grand scale, they sought to open at one great stroke the vast trans-Alleghany regions as a peaceful abode for mankind.

In their Achaian and Aitolian leagues the Greeks made brilliant attempts toward founding a nation upon some higher principle than that of mere conquest, and the history of these attempts is exceedingly interesting and instructive. They failed for lack of the principle of representation, which was practically unknown to the world until introduced by the Teutonic colonizers of the Roman empire.

A few years later, one of the greatest colonizers of whom England can boast, Sir Stamford Raffles, organizer of the expedition which took possession of the Dutch colonies, was appointed Military Governor of Java. During an administration extending over five years, Raffles brought about numerous reforms, and abolished slavery.
