They resembled in much the wary and sagacious tyrants of Italy in the middle ages masters of men's actions by becoming readers of their minds. Of Cleobulus we know less than of Periander; but both governed with prosperity, and died in old age.

The first of them had the name of Solon, the second Chilon, the third Periander, the fourth Talus, the fifth Cleobulus, the sixth Bias, the seventh Pittacus. Pythagoras, being asked if he were considered to be a Wise Man, rejected this name, and stated himself to be not a Wise Man, but a Lover of Wisdom.

Cleobulus, praising "moderation in all things," would glorify a moral warning of universal application, as to pleasures, riches, and rank; or especially perhaps as preferring true temperance before its modern tee-total false pretences; or lauding some Richard Cromwell's choice of a quiet country life, before the turbulent honours of a proffered Protectorate; while Thales, with his all but old English proverb of "more haste, less speed," would apply admirably to Sultan Mahmoud's ruinous reforms; or to the actual injury gulled Britain has done to the condition of negroes in general by a vastly too precipitate abolition of the slave-trade: a vile evil, indeed, but a cancer of too long creeping to be cured in a day, a rottenness too deeply seated in the frame-work of the world to be extirpated by such caustic surgery as fire and sword; or to be quacked into health by patent gold-salve.

Bias added, Where all fear the law as they fear a tyrant. Thirdly, Thales said, Where the citizens are neither too rich nor too poor. Fourthly, Anacharsis said, Where, though in all other respects they are equal, yet virtuous men are advanced and vicious persons degraded. Fifthly, Cleobulus said, Where the rulers fear reproof and shame more than the law.

Solon was one of the seven wise men of Greece, who all lived at the same time. The other six were Thales, Bion, Pittacus, Cleobulus, Chilo, and Periander. This last was called Tyrant of Corinth. When the ancient Greeks spoke of a tyrant, they did not mean a cruel king so much as a king who had not been heir to the crown, but had taken to himself the rule over a free people.

Philaritus is the son of Cleobulus, who is described as 'a gentleman of Arcadia, and opposes his son's marriage with the daughter of a mere shepherd to the point of disowning him, whereupon the lover dons the pastoral garb, and so continues his suit to his unresponsive mistress.

"I should be delighted to own so beautiful a piece of workmanship, but I know I am not worthy." "Then to whom shall we take it?" asked the messengers. "He is the handsomest and strongest of men, and I believe he is the wisest also." The messengers went on until they came at last to the island of Rhodes. There everybody was talking about King Cleobulus and his wonderful wisdom.

"No one will dare maintain," said Aristotle, "that it is better to do injustice than to bear it." "We should do good to our enemy," said Cleobulus, "and make him our friend." "Speak not evil to a friend, nor even to an enemy," said Pittacus, one of the Seven Wise Men.

In the Italian pastoral proper the shepherds are themselves the aristocracy of Arcadia, the introduction of such social hierarchy as is implied in the phrase being a point of chivalric and courtly tradition. Cleobulus, however, as well as his son Philaritus, is in fact purely Arcadian in character.

There remains, if I mistake not, to show what that measure is which may content any man. Cleobulus answered: The law has prescribed a measure for wise men; but as touching foolish ones I will tell you a story I once heard my father relate to my brother. On a certain time the moon begged of her mother a coat that would fit her.
