The Chinese-Japanese War, which came to a close in 1895, had uncovered to the world the weakness of China as a military power and had weakened the hold of the reigning monarch upon the people of the Empire. Thereupon the leading commercial nations of Europe began to seize portions of China in order to extend their trade relations in the Far East.
The China-boys about the hotel tell us with superstitious awe that when a dust-storm lasts more than three days it is "bad joss." Such a storm, of a week's duration, preceded the outbreak of the Chinese-Japanese War. Every one feels uneasy, the whole atmosphere is full of depression, tension, and suspense. One can't think or talk of anything but this impending disaster.
It was at this critical moment that the Chinese-Japanese question had to be settled. The defection of Japan, added to that of Italy and the possible withdrawal of Belgium, would have made the situation desperate. After a struggle lasting all through the Conference, Japan had finally lost out, in the meeting of the League of Nations Commission on April 11th, in her first great contention.
Then there was Able-Bodied Seaman William Thompson, who was in the Wabash of the United States Navy, and served under MacCuen in the Chinese-Japanese war. Thompson and two others tried to steal a piece of British heavy artillery while it was in action at Ladysmith, but were themselves captured by some Boers who did not believe in modern miracles.
In one of the Chinese-Japanese Conventions of September 4 of this year there was a provision which caused considerable public apprehension in that upon its face it was believed in some quarters to seek to establish a monopoly of mining privileges along the South Manchurian and Antung-Mukden Railroads, and thus to exclude Americans from a wide field of enterprise, to take part in which they were by treaty with China entitled.
In the rear there was another temple which we saw only from the outside; the guide told us that at this shrine Marquis Ito came to offer thanks for the success of the Chinese-Japanese war in 1894, and that Admiral Togo also came at the close of the Russian-Japanese war.

Almost all of those who in the Chinese-Japanese War served as officers were his pupils. As the navy grew, he grew with it, and his position increased in importance. More Mexican dollars per month, more servants, larger houses, and buttons of various honorable colors were given him, and, in return, he established for China a modern naval college patterned after our own.
