"For one thing," said Charlie, "because he's got to have his man in the State legislature, to beat the child-labor bill." "The child-labor bill!" "Surely. You knew he was fighting it, didn't you? They wanted to prevent children under fourteen from working in the cotton mills. Wygant sent Jack Pemberton up to the Capital for nothing at all but to beat that law."

They confessed to employing little girls of eleven and twelve years, in defiance of the child-labor law. They declared that pasteboard and wooden stock boxes were good enough seats for saleswomen; that they should not expect to sit down in business hours anyhow. They defended, on what they called economic grounds, their long hours and uncompensated overtime.

The argument against prohibition on the ground that it interferes with individual rights would apply also to child-labor legislation, to legislation against street soliciting by prostitutes or the sale of indecent pictures, and, more obviously still, against anti-opium and anti-cocaine legislation.

This means that, in many cases, society must provide pensions, insurance against accident and sickness, legislation to check social abuses, and, above all, proper facilities for education. Here comes in the need of child-labor legislation, of better housing, of industrial insurance, of industrial education, and the like.

Child-labor is one of the oldest of our racial evils, instead of, as we often imagine, the newest. All over the civilized world to-day the average general death-rate of each city, slums included, is now below that of many rural districts in the same country.

For years she has watched the effects of child-labor, taking hundreds of measurements of special cases, and studying the effects of the life mothers and children alike were compelled to live. "The medical problems," she writes, "which present themselves to the physician are so closely connected with the social problems that it is impossible to study one alone.

In this investigation especial attention should be paid to the conditions of child labor and child-labor legislation in the several States. Such an investigation must necessarily take into account many of the problems with which this question of child labor is connected.

"You mean it is peculiar to America? That there is really more of it here than in Europe?" asked Hamilton incredulously. "More? There's none there like there is here. An' it's gettin' worse all the time, worse this year than last year, worse last year than ten years ago. 'Child-labor, somebody says, 'has about it no halo of antiquity.

When they got out into the world of action, when they began to ask for something more substantial than bonbons, the club women found that the American man was not so very generous after all. A typical instance occurred down in Georgia. A few years ago the women of Georgia found a way to introduce into the legislature a child-labor law.

The "crusader's" talk on the child-labor question set Hamilton's mind working, and as soon as he got back to Washington and was busy tabulating the manufacturing statistics which had been gathered and sent in, he tried to learn something about the employment of children.
