It has also passed a law fixing the compensation of government employees for injuries sustained in the employ of the Government through the negligence of the superior. It has also passed a model child-labor law for the District of Columbia.

In England, during the latter half of the eighteenth century and the beginning of the nineteenth century, developed the English manufacturing system. Woman-and child-labor were common in both mines and factories. The regular working hours were from 5 A.M. to 8 P.M., with six full days' labor per week.

I renew the recommendation I made in my last annual message for an investigation by the Department of Commerce and Labor of general labor conditions, especial attention to be paid to the conditions of child labor and child-labor legislation in the several States. Such an investigation should take into account the various problems with which the question of child labor is connected.

Large families make plentiful labor and they also provide the workers for the child-labor factories as well as the armies of unemployed. That population, swelled by overbreeding, is a basic cause of war, we shall see in a later chapter. Without the large family, not one of these evils could exist to any considerable extent, much less to the extent that they exist to-day.

By seeking, through study and experiment, to abolish child-labor, to promote public education, to encourage science art or American inventiveness? No.

You have got your boy, and the heredity of the next one, when you can order his setting. Social halls for the older people's play are coming where the saloon has had a monopoly of the cheer too long. The labor unions and the reformers work together to put an end to sweating and child-labor.

For we live in an age of science, we cannot solve our problems except by means of it; the forces of evil are using it, and you are not using it, and so you are like a child in their hands! Not one of the social wrongs but could be put an end to child-labor, poverty and disease, prostitution and drunkenness, crime and war!

This and other considerations have led to the movement for national child-labor laws already discussed. Perhaps the most dangerous tendency, at least to conservative ideas, is the increasing one to take the children away from the custody of the parents, or even of the mother, and place them in State institutions.

A sinister aspect of this is revealed by Theresa Wolfson's study of child-labor in the beet-fields of Michigan. As one weeder put it: "Poor man make no money, make plenty children plenty children good for sugar-beet business." Further illuminating details are given by Miss Wolfson: "Why did they come to the beet-fields?

We regret sweat-shops, even while we patronize the stores that support them, and we bemoan child-labor, although I suppose the simplest thing in the world would be to find out where the cotton goes that is worked by babies, and refuse to buy those brands of cotton, and make our merchants tell us where they DO get their supply!
