The chief change resolved on was as follows: Instead of the cessions of territory being immediate and absolute, as proposed by Napoleon, they were not to take effect before the general peace. Until that took place, Frederick William resolved to occupy Hanover provisionally, meanwhile answering to France for the tranquillity of the north of Germany.

This warning has been substantially complied with. The public domain had its origin in cessions of land by the States to the General Government. The first cession was made by the State of New York, and the largest, which in area exceeded all the others, by the State of Virginia.

These cessions were followed by others from Massachusetts and Connecticut; and from them all, Congress formed the public domain to be sold to pay the debt. The sale of this land led to the land ordinance of 1785 and the ordinance of 1787, for the government of the domain and the new political organism called the territory.

While yet hardly more than a boy, Tecumseh seems to have been stirred to deep indignation by the persistent encroachment of the whites upon the hunting-grounds of his fathers. The cessions of 1804 and 1805 he specially resented, and it is not unlikely that they clinched the decision of the young warrior to take up the task which Pontiac had left unfinished.

As differences might arise respecting the right or the policy in Congress to admit new States into the Union under the new Government, or to make regulations for the government of the territory ceded in the intermediate state, or for the improvement and sale of the public lands, or to accept other cessions, it was thought proper to make special provisions for these objects, which was accordingly done by the above-recited clause in the Constitution.

It is no doubt true that for the most part the lands were purchased, and, according to the idea of the English, honorably purchased, yet the natives could not fail to foresee the result of these cessions of territory. There were English settlements at Bridgewater, Middleboro', Taunton, Rehoboth, Seekonk, and Swanzey, all within the ancient jurisdiction of Massasoit.

They were assisted by several native powers, which induced the governor-general to demand considerable cessions of territory. In 1819, the British effected a settlement at Singapore by which a lucrative commerce was secured to Great Britain.
