The closing sentence of Washington's order, dated April 18, 1783, may well be associated with this latest centennial observance.

An invitation has been received from the Government of Venezuela to send representatives in July, 1883, to Caracas for participating in the centennial celebration of the birth of Bolivar, the founder of South American independence.

The women of the country, after having contributed nearly one hundred thousand dollars to the centennial stock, found there had been no provision made for the separate exhibition of their work. A great deal is, as in the outer world, necessarily left to private effort, combined or individual.

Resolved, That we protest against calling the present centennial a celebration of the independence of the people of the United States.

It rallied public effort for victory by a definite date, for the Committee on Arrangements, despite the arguments of the weak-kneed among its number, and largely by virtue of the militant optimism of its chairman, had decided to go on with the centennial celebration if the city could show a clean bill of health by August 30, thus giving six weeks' leeway.

Many such flags were in use, and some were embellished with mottoes the principal one being "Don't tread on me." The cordiality which attends our relations with the powers of the earth has been plainly shown by the general participation of foreign nations in the exhibition which has just closed and by the exertions made by distant powers to show their interest in and friendly feelings toward the United States in the commemoration of the centennial of the nation.
