Lepidus was profuse in promises; he told the beggars that he would again distribute free grain; and the families deprived of their estates, that they might soon expect to enjoy them again. Catulus protested in vain, and the civil strife constantly increased, without any apparent probability that the Senate, now weak and inefficient, would or could successfully interfere.
