There could be no question of a Government, hitherto undisturbed by internal disagreement and consistently supported in the House of Commons by a large, united, and intact majority, being deflected one hair's breadth from its course by the results of by-elections.
Chamberlain's tariff policy, engrossed the public mind. English Home Rulers showed a disposition to hide away, if not to repudiate altogether, the legacy they had inherited from Gladstone. Lord Rosebery acknowledged the necessity to convert "the predominant partner," a mission which every passing year made appear a more hopeless undertaking. At by-elections Home Rule was scarcely mentioned.
It arranged a series of monthly meetings in the Town Hall at which Mr. It was also decided that the League could be made very useful during by-elections in the county, if there ever were any, and Mr. Waddington prepared in fancy a great speech which he could use for electioneering purposes.
Its first successes were long past; its uses as advertisement were exhausted; the old violences and audacities, as they were repeated, fell dead. The cause of Woman Suffrage had certainly not advanced. Check after check had been inflicted on it. The number of its supporters in the House of Commons had gone down and down. By-elections were only adding constantly to the number of its opponents.
This was especially the case in Great Britain and Miss Frances Sterling and Miss Isabella O. Ford told of the successful work at by-elections, of having thousands of postal cards sent to candidates by their constituents, of appealing to the workingmen.
Why should a man bother with T.P.'s Weekly or with Horatio Bottomley or with the Daily Mail or the Times, with a score of other people's by-elections all over England to lift his own employer off his back? There is a very simple rule for it. The way to lift one's employer off one's back is to make one's back so efficient that he cannot afford to be on it.
However, we were far from admitting this. We wore our favours, waved our hats, and celebrated our approaching triumph with as great an appearance of optimism as the loss of seven consecutive by-elections would permit.
