Boy-Ed was supposed to have been conspiring with the Mexican General Huerta an obviously baseless charge, considering that Boy-Ed had never made the acquaintance of the ex-President. It is true, however, that Rintelen had had dealings with Huerta, and it was known that Rintelen had received from Boy-Ed the sum of half a million dollars previously mentioned.

And plots which Captains Boy-Ed and von Papen instigated here were done with the approval and encouragement of the German Government. If any proof is needed for this statement, in addition to that already published, it is that both of these men upon their return to Germany were regarded as heroes and given the most trusted positions.

An informal note from Secretary Lansing to Count von Bernstorff so far acceded to the request for a bill of particulars, though not customary, that the German embassy professed to be satisfied. Secretary Lansing stated that Captains Boy-Ed and Von Papen had rendered themselves unacceptable by "their activities in connection with naval and military affairs."

More serious yet was an attempt of the naval attaché, Boy-Ed, to involve the United States and Mexico in a dispute by a plot to bring back Huerta. This unhappy Mexican leader was arrested on the Mexican border in June, 1915, and shortly afterwards died. For some months the existence of such activities on the part of German agents had been suspected by the public. A series of disclosures followed.
