The most distinguished advocate of bimetallism, discussing our silver coinage, has lately written: No American citizen's hand has yet felt the sensation of cheapness, either in receiving or expending the silver-act dollars. And those who live by labor or legitimate trade never will feel that sensation of cheapness.
Both parties, however, could safely pronounce for bimetallism under international agreement, since there was little real prospect of procuring such an agreement. The minor parties as a rule frankly advocated free silver. In 1890, the subject of silver coinage assumed new importance.
This compromise, however, was unsatisfactory to those who desired the free coinage of silver, and it failed to please the champions of the single standard. For ten years the question of a choice between a single standard or bimetallism, between free coinage or limited coinage of silver, was one of the principal economic problems of the world.
The very fact that I was from a "silver state" had put me on my guard, lest a local influence should lead me, into economic error. I had grown into the belief that our system was wrong. It seemed to me that some remedy was imperative. I saw in bimetallism a part of the remedy, and I supported bimetallism not as a partisan of free coinage but as an advocate of monetary reform.
Bimetallism had strong advocates and believers in our convention. I think even our candidate was not fully convinced at that time of the wisdom of the declaration.
Now, to maintain an alliance for a special purpose, between members of opposite parties, is a hard matter. Agreement about Ireland does not, of itself, help men to agree about foreign policy, or bimetallism, or free trade, or changes in land laws, or ecclesiastical affairs.
Hunter could not propose his motion of railway rates; that the member interested in payment of members could not propose his motion; that the motion on bimetallism could not be proposed; in short, that these gentlemen, and their motions and their time, should be swallowed up by the voracious maw of the Government.
