The Committee of Public Welfare, while it enslaved the convention and the people, was torn by feuds, and undermined by the jealousies of its members. Robespierre, Couthon, and St. Just, were opposed by Collot and Billaud Varennes; while Barrere endeavoured to deceive both parties; and Carnot, Lindet, the two Prieurs, and St.
From this moment Billaud Varennes and Collot d'Herbois concluded their destruction to be certain. In vain they soothed, expostulated with, and endeavoured to mollify St. Just, so as to avert an open rupture. The latter, who probably knew it was not Robespierre's intention to accede to any arrangement, left them to make his report.

Never, like Robespierre and Billaud can he attend to both official and police duties at the same time, carefully reading minute daily reports, annotating mortuary lists, extemporizing ornate abstractions, coolly enunciating falsehoods and acting out the patient, satisfied inquisitor; and especially, he can never become the systematic executioner.
In one of them was Billaud, attended by two officers; in the other two more officers were waiting to receive Barère. Collot was already on the road. At Orleans, a city which had suffered cruelly from the Jacobin tyranny, the three deputies were surrounded by a mob bent on tearing them to pieces.
Around Couthon, Saint-Just, Billaud, Collot, and Robespierre, with the exception of certain men devoted, not to Utopianism but the country, and who, like Carnot, conform to the system in order to save France, there are but a few sectarians to carry out the Jacobin program.
To the edicts framed by that Committee the representative assembly did not venture to offer even the species of opposition which the ancient Parliament had frequently offered to the mandates of the ancient kings. Six persons held the chief power in the small cabinet which now domineered over France, Robespierre, St. Just, Couthon, Collot, Billaud, and Barère.
