The Dantonist in the Mountain endeavoured to detach Robespierre from the other Decemvirs; Billaud-Varennes, Collot- d'Herbois and Saint-Just, alone appeared to them invincibly attached to the Reign of Terror. Barrere adhered to it through weakness Couthon from his devotion to Robespierre.

It was necessary to contend with Robespierre from behind the committees, in order subsequently to attack the committees more easily. Freron's motion was accordingly rejected. "The man who is prevented by fear from delivering his opinion," said Billaud-Varennes, looking at him, "is not worthy the title of a representative of the people." Attention was again drawn to Robespierre.

The accused and their friends gave way to outbursts of unrestrained and still powerful indignation, for they were now attacked for the first time; the accuser, scarcely supported by any one, was silenced. Billaud-Varennes and his friends triumphed for the time. A few days after, the period for renewing a third of the committee arrived.

Carrier attended them assiduously, and invoked their assistance; Billaud-Varennes, and Collot-d'Herbois also resorted to them; but these being somewhat less threatened were circumspect. They were accordingly censured for their silence. "The lion sleeps," replied Billaud-Varennes, "but his waking will be terrible."

Fouquier Tinville, with sixteen revolutionary Judges and Jurymen, have been tried and executed, at the moment when the instigators of their crimes, Billaud-Varennes, Collot, &c. were sentenced by the Convention to a banishment, which is probably the object of their wishes.

An extraordinary popularity," says Billaud-Varennes, a popularity which, founded under the Constituent Assembly, "only increased during the Legislative Assembly," and, later on, so much more, that, "in the National Convention he soon found himself the only one able to fix attention on his person.... and control public opinion.... With this ascendancy over public opinion, with this irresistible preponderance, when he reached the Committee of Public Safety, he was already the most important being in France."

Soc., II. vii. Goguet was much nearer to a true conception of this kind; see, for instance, Origine des Lois, i. 46. Decree of the Committee, April 20, 1794, reported by Billaud-Varennes. Compare ch. iv. of Rousseau's Considérations sur le Gouvernement de Pologne.

Formed during the divisions of the Mountain and the Gironde, it was composed of neutral members of the convention till the 31st of May; and at its first renewal, of members of the extreme Mountain. Barrere remained in it; but Robespierre acceded, and his party dominated in it by Saint-Just, Couthon, Collot-d'Herbois, and Billaud-Varennes.

The thirst for blood, of which we have already spoken, and which is very common among certain criminals, perfectly explains the conduct of Billaud-Varennes. Bandits of this type kill for the sake of killing, as sportsmen shoot game for the very pleasure of exercising their taste for destruction.
