This plan, as drawn up at the close of 1800, arranged for the mustering of 35,000 Russians at Astrakan; while as many French were to fight their way to the mouth of the Danube, set sail on Russian ships for the Sea of Azov, join their allies on the Caspian Sea, sail to its southern extremity, and, rousing the Persians and Afghans by the hope of plunder, sweep the British from India.

In 1694 Peter had discovered a fresh conspiracy, having for its object the deliverance of Sophia; and at the very moment of his departure from Russia he had to put down a plot of streltsi and Cossacks headed by Colonel Tsykler. Those of the streltsi who had been sent to form the garrison of Azov pined for their wives, their children, and the trades they had left in Moscow.

On the banks of the Don, or Tanais, he received a humble deputation from the consuls and merchants of Egypt, Venice, Genoa, Catalonia, and Biscay, who occupied the commerce and city of Tana, or Azov, at the mouth of the river. They offered their gifts, admired his magnificence, and trusted his royal word.

Manuscripts of Russo-Jewish commentaries to the Scriptures, written as early as 1094 and 1124, are still preserved in the Vatican and Bodleian libraries, and copyists were doing fairly good work at Azov in 1274. Louis, anxious to prove the truth of it, charged Rubruquis to go into the prince's own country and there make what observations he could upon the subject. In the month of June 1253, Rubruquis and his companions embarked for Constantinople. From thence they reached the mouth of the river Don on the Sea of Azov where they found a great number of Goths.

The gallant Lyons, who in the Miranda had been some days in the Sea of Azov, had already inflicted immense damage on the enemy; on his arrival off Genitchesk at the entrance of the Putrid Sea, he found a large fleet of merchantmen at anchor, protected by a strong force of infantry and a battery of field-pieces on the mainland.

When he was barely twenty-one, he launched at Archangel, on the ice-bound White Sea, a ship which he had built with his own hands. Now in 1696, being sole tsar at the age of twenty-four, he fitted out a fleet which defeated the Turks on the Black Sea and allowed him to capture the valuable port of Azov.

This is a colony of twenty-five families, founded in 1788: the schoolmaster, who was also the minister, received them in a brotherly manner. It was here that their mission properly commenced. From this place a succession of German colonies extend in a south-easterly direction to the Sea of Azov.

From this time Genoa declined in power, while Venice waxed stronger and more haughty. The conquest of Constantinople by the Turks, followed rapidly by the expulsion of the Genoese from Trebizond, Sinope, Kaffa, and Azov, was the end of the commercial prosperity of the Ligurian Republic in the East. The Black Sea and Marmora were now Turkish lakes.

His first political measure was to effect a treaty with China, his next an expedition for the subjugation of the Tartars of Azov. Gordon and Le Fort, with their two corps and other forces, marched on Azov in 1695. Peter accompanied, but did not command, the army. Unsuccessful at first, his purpose was effected in 1696; Azov was conquered, and a fleet placed on its sea.
