Disregarding the dim feelings of the peasantry, Austrian Poland would probably be the most willing to retain a connection with its old rulers. The Habsburgs have least estranged the Poles. The Cracow district is the only section of Poland which has been at all reconciled to foreign control; it is the most autonomous and contented of the fragments.

With a few shining exceptions, the Polish statesmen were far removed from the idea of Jewish emancipation. They favored either "correctional" or punitive methods, though modelled after the pattern of Western European rather than of primitive Russian anti-Semitism. The Constitution vouchsafed to Poland an autonomous development under Russian auspices.

The Turkish portions of the present Ottoman Empire should be assured a secure sovereignty, but the other nationalities which are now under Turkish rule should be assured an undoubted security of life and an absolutely unmolested opportunity of autonomous development and the Dardanelles should be permanently opened as a free passage to the ships and commerce of all nations under international guarantees.

The latter never regarded the individual as an independent and autonomous entity, but invariably treated him with reference to a group or social body, of which he might be the head or merely a subordinate member; but in any case the filaments of custom and religious duty attached him to a certain humanity outside himself, whether it were a village community, a guild, a township, a province, or the empire.
