Obviously hostilities had begun without the knowledge and against the wishes of the Tsar; if they were also to be carried on against his wish, then Austria-Hungary would be too late.
The whole problem allows of a very simple digest: On July 23rd, Austria-Hungary handed her ultimatum to Serbia, therein stating her demands, and on the following day informed all the European powers of her attitude. The neutral Press of the world and an unusually large section of the German Press, immediately pronounced Austria's position to be indefensible and untenable.
Germany's position is bound up with that of Europe; her conquerors cannot escape dire consequences if the erstwhile enemy collapses. We must not forget that before the War, in the years 1912 and 1913, the larger part of Germany's commerce was with the United States, with Great Britain, with Russia and with Austria-Hungary.
We were perfectly aware that a possible warlike attitude of Austria-Hungary against Servia might bring Russia upon the field, and that it might therefore involve us in a war, in accordance with our duty as allies.
The obligation of Austria-Hungary to come to a previous understanding with Italy was the greater because her obstinate policy against Serbia gave rise to a situation which directly tended toward the provocation of a European war.
There would be no difficulty in the Entente's cleverly introducing Wilson into the international labyrinth and there bewildering him with wrong directions, so that he could not find his way out again. To begin with, therefore, Wilson's theory brought us not a step further. The '67 settlement was proposed by a leading German-Magyar magnate in Austria-Hungary.
If Austria-Hungary were a purely homogeneous country like France or Russia, Germany and Austria-Hungary, even without Italy, could face with confidence an attack from either or both their powerful neighbours. But Austria-Hungary is not homogeneous.
It was a symbol of the economic vassalage of Serbia and Montenegro that the postage between both of these countries and any part of Austria-Hungary was ten centimes, that for letters between Serbia and Montenegro, which had to make the long détour through Austrian territory, was twenty-five.
A complete statement of the negotiations between Italy and Austria-Hungary, which led to this declaration, was delivered to the Government of the United States by the Italian Ambassador on May 25th.
It must deliver the once fair lands and happy peoples of Belgium and Northern France from the Prussian conquest and the Prussian menace, but it must deliver also the peoples of Austria-Hungary, the peoples of the Balkans and the peoples of Turkey, alike in Europe and Asia, from the impudent and alien dominion of the Prussian military and commercial autocracy.
