As there is a great special signification in this term WATER, so there is in this term LIFE, water of life. 'He showed me the water of life. In that, therefore, there is added to this word water, that of life, it is, in the general, to show what excellent virtue and operation there is in this water. It is aquae vitae, water of life, or water that hath a health and life in it.
Banishment was common, aquae et ignis interdictio; and this was equivalent to the deprivation of the necessities of life and incapacitating a person from exercising the rights of citizenship. Under the emperors persons were confined often on the rocky islands off the coast, or in a compulsory residence in a particular place assigned.
Who can trace the filum aquae of the most erratic and arrogant river in all the world? The river is not now as it was ten years ago, nor the same to-day as it will be ten years hence. Channel and cut-off and island and main current go on in their juggling, and will do so when generations shall have been forgotten.
Aquae did not obtain civic rights, but remained a standing camp; whereas Narbo, although in like manner founded mainly as a watch and outpost against the Celts, became as "Mars' town," a Roman burgess-colony and the usual seat of the governor of the new Transalpine Celtic province or, as it was more frequently called, the province of Narbo.
It was a Roman colony, said to be founded by Caius Sextus Calvinus, above a century before the birth of Christ. From the source of mineral water here found, added to the consul's name, it was called Aquae Sextiae. It was here that Marius, the conqueror of the Teutones, fixed his headquarters, and embellished the place with temples, aqueducts, and thermae, of which, however, nothing now remains.
Aquae Sextiae and still more Narbo were considerable townships, which might probably be named by the side of Beneventum and Capua; and Massilia, the best organized, most free, most capable of self-defence, and most powerful of all the Greek cities dependent on Rome, under its rigorous aristocratic government to which the Roman conservatives probably pointed as the model of a good urban constitution, in possession of an important territory which had been considerably enlarged by the Romans and of an extensive trade, stood by the side of those Latin towns as Rhegium and Neapolis stood in Italy by the side of Beneventum and Capua.

A more pitiful position can hardly be conceived than that occupied by the hero of Aquae and Vercellae after such a disaster all the more pitiful, because people could not but compare it with the lustre which only a few months before surrounded the same man.
The author of this pamphlet has chosen as a motto a passage from the Vulgate translation of Job, which is interesting as showing accurate observation of the action of the torrent: "Mons cadens definit, et saxum transfertur de loco suo; lapides excavant aquae et alluvione paullatim terra consumitur." Job xiv. 18, 19. The English version is much less striking, and gives a different sense.
III. VII. The State of Culture in Spain. Italica must have been intended by Scipio to be what was called in Italy forum et -conciliabulum civium Romanorum-; Aquae Sextiae in Gaul had a similar origin afterwards.
