It was suggested, if not actually written, by the Emperor himself. The allocution already alluded to, dealt by anticipation with the chief points of this publication. It was, however, directly replied to in a letter of the eminent Cardinal Antonelli, to the Papal Minister at Paris.

The young lady addressed as "Aurora" a slight, fair girl, holding a large parcel of umbrellas stood at hand while this allocution went forward, but she apparently gave no heed to it.

This vehement allocution found her evidently somewhat unprepared; but she was sagacious enough, instead of attempting for the moment a general rejoinder, to seize on a single phrase and say: "Work? What work can you do in London at such a moment as this?" Nick considered.

The allocution was not delivered in the presence of an audience other than sympathetic, and Miss Halkett rightly guessed that it was intended to strike Captain Beauchamp by ricochet. He puffed at the mention of Beauchamp's name.

We pursued a section of the Royal Fusiliers in command of a corporal until he halted his men for bayonet exercise. He drew them up in two ranks facing each other, and began very deliberately with an allocution on the art of the bayonet. "There ain't much drill about the bayonet," he said encouragingly.

The Jesuits were banished and cruelly maltreated like so many felons. Religious corporations were suppressed, the faithful clergy were thrown into prison, and many dioceses and parishes deprived of their pastors. Pius IX. deplored these calamities in his Allocution of 30th November, 1861.

When a pope speaks, after argument and urging, he is not likely to think it consonant with his dignity to give credit in allocution or bull to those who urged him. Holding that all men are properly servants of the Holy See, he speaks as if he was the original source of knowledge and impulse.

There would have been one supreme world-power; and that a power whose attitude towards backward races has been illustrated by the ruthless massacre of the Hereros; whose attitude towards ancient but disorganised civilisations has been illustrated by the history of Kiao-chau and by the celebrated allocution of the Kaiser to his soldiers on the eve of the Boxer expedition, when he bade them outdo the ferocity of Attila and his Huns; whose attitude towards kindred civilisations on the same level as their own has been illustrated before the war in the treatment of Danes, Poles, and Alsatians, and during the war in the treatment of Belgium, of the occupied districts in France, of Poland and of Serbia.

Returning to Italy in the month of June, 1805, he said, in his allocution to the cardinals: "We have clasped in our arms at Fontainebleau this prince, so powerful and so full of love for us. Many things have already been done, and are only the earnest of that which is yet to be accomplished."

In this same allocution the Holy Father deplores the miserable state of the illustrious Ruthenian nation, which, dispersed throughout the vast countries of Russia, is, from various causes, exposed to great dangers as regards salvation.
