Of the disbursements there were for the civil service $23,253,922.08, for pensions and Indians $4,216,520.79, for interest on public debt $24,729,846.51, for the War Department $599,298,600.83, for the Navy Department $63,211,105.27, for payment of funded and temporary debt $181,086,635.07, making the aggregate $895,796,630.65 and leaving the balance of $5,329,044.21.

Thus the Netherlands passed out of France into Germany, remaining, still, provinces of a loose, disjointed Empire. This is the epoch in which the various dukedoms, earldoms, and other petty sovereignties of the Netherlands became hereditary. It was in the year 922 that Charles the Simple presented to Count Dirk the territory of Holland, by letters patent.

The first Count that had any legal recognized authority was Dirk the First to whom Charles the Simple presented the territory of Holland, by letters-patent, in 922. Yet the States-General, in a solemn and eloquent document, gravely dated their own existence from the year 787, and claimed the regular possession and habitual delegation of sovereignty from that epoch down!

According to the last census, the German immigrants in Hungary are estimated at 1,820,922. I have no means of making an accurate comparison, but I hear on all hands that the numbers are diminished. There are, besides, proofs of it in the case of villages which were exclusively Saxon having now become partly, even wholly, Wallachian. There are wonderfully few châteaux in this picturesque land.

The restrictions laid upon the power to transfer by the latter clauses of the act have rendered its passage of no avail at the present moment. It will, however, be perceived by the document accompanying the report of the Secretary that there has been realized by recent sales of old iron, copper, and other materials the sum of $116,922.79.

It is estimated that the receipts into the Treasury during the current year, exclusive of loans, will exceed $18.5 millions, which, with the sum remaining in the Treasury at the end of the last year, amounting to $9,463,922.81 will, after discharging the current disbursements of the year, the interest on the public debt, and upward of $11,633,011.52 of the principal, leave a balance of more than $3 millions in the Treasury on the first day of January next.

The total cost of the street-cleaning in New York, in 1907, was $9,758,922, and in Manhattan, The Bronx, and Brooklyn 5,129 men were employed; while the working force in Berlin, in 1911, was 2,150. It should be said also that in New York an enormous amount of scavenging is paid for privately besides.

It should be observed that the sum of $96,096,922.09, expended for reimbursements and redemption of public debt, being included also in the loans made, may be properly deducted both from receipts and expenditures, leaving the actual receipts for the year $487,788,324.97, and the expenditures $474,744,778.16.
