As is well known, balloons played an important part during the siege of Paris in 1870-1, not only in connection with daring attempts to communicate with the outer world, but in reconnoitring the German positions around the beleaguered city.
Tatler's satire is, on the whole, good-humoured, and has not grown superannuated in ALL its limbs. His descriptions may limp at some points, but there are certain broad traits that apply equally well to session 1870-1.
Such then was the treaty guaranteeing the neutrality of Luxemburg, which was proposed, it may be observed, by Prussia herself; but, until the treaty was broken by the very Power which had proposed the neutrality, only one incident need be noted in the history of the country, namely, the part it played in the war of 1870-1.
This is the line Belfort, Épinal, Toul, Verdun. A German attack launched upon this line without violating neutral territory would have to be frontal, for on the north the line is covered by the neutral states of Belgium and Luxemburg, while on the south, although the gap between the Vosges and the Swiss frontier apparently gives a chance of out-flanking the French defences, the fortress of Belfort, which was never reduced even in the war of 1870-1, was considered too formidable an obstacle against which to launch an invading army.
Here in a natural cul-de-sac, wedged in between pine-clad slopes, is as delightful a retreat as genius or a literary worker could desire. On the superb September day of my visit the place looked its best, and warm was the welcome we received from the occupiers, a cultivated and distinguished French Protestant family, formerly living at Srasburg, but since the events of 1870-1 removed to Nancy.
With other poets, artists and musicians Nadaud cast vocation to the winds in 1870-1, working in field and other hospitals. "I did my best to act the part of a poor little sister of charity," he wrote to a friend. His patriotic poem, "La grande blessee," was written during that terrible apprenticeship. With Nadaud henceforward it was a case of roses, roses all the way.
Within two hours from quitting the train the airship may be ready for its flight to the interior of the technically-besieged town. 'Such may be the outline of the task a task presented imperiously to French balloonists by the events of 1870-1, and which all the devotion and science of the Tissandier brothers failed to accomplish. To-day the problem may be set with better hope of success.
The Facultes, or schools of medicine, science, and law, removed hither from Strasburg after the annexation, have immensely increased the intellectual status of Nancy, whilst from the commercial and industrial side the advance has been no less. Its population has doubled since the events of 1870-1, and is constantly increasing.
Those travellers who, like myself, have visited Edmond About's woodland retreat in Saverne can understand the bitterness with which he penned his volume Alsace 1870-1 and the concluding lines of the preface "If I have here uttered an untrue syllable, I give M. de Bismarck permission to treat my modest dwelling as if it were a villa of Saint Cloud."
It presupposed a knowledge of English law, and would not relieve Indian officials from the necessity of consulting the elaborate text-books through which that law was diffused. Fitzjames, therefore, prepared a new draft, which was considered by a committee in the winter of 1870-1, and after their report at the end of March was circulated as usual.
